The appeal ladder if you disagree with an FBR assessment

Income tax in Pakistan is governed by the Income Tax Ordinance, 2001, administered by the Federal Board of Revenue (FBR). If you disagree with an assessment or order from an Inland Revenue officer, Section 127 gives you the right to appeal to the Commissioner Inland Revenue (Appeals) — the first appellate forum, which can confirm, modify, or annul the original order under the powers set out in Section 129. If you're still dissatisfied (and so, separately, can the tax department), Section 131 allows a further appeal to the Appellate Tribunal Inland Revenue (ATIR), which must be filed within 30 days of receiving the Commissioner Appeals' order. Beyond the Tribunal, Section 133 allows a reference to the High Court specifically on questions of law, not fresh findings of fact.

This structured ladder matters because each stage has its own strict filing deadline — missing the 30-day window to the Tribunal, for instance, generally forfeits that avenue — so a tax assessment notice should be read for its deadline immediately, not set aside to deal with later.

Sales tax runs through a related but separate framework

Beyond income tax, businesses also deal with sales tax under the Sales Tax Act, 1990, which has its own registration, filing, and audit requirements administered by the FBR, with a broadly similar (though procedurally distinct) appeal structure for disputes.
